I should add that in between each install I have also deleted the workspace
directory. As far as I know I am starting with a completely new install of
everything.
Any ideas what may be causing this problem? Anything else I can try?

I am pretty sure I am installing the full sdk release. The files are :
eclipse-SDK-3.0.2-win32.zip
eclipse-SDK-3.1M5a-win32.zip
eclipse-SDK-3.1M7-win32.zip
This AM (after running a defrag last night) I used regcleaner and jv power
tools 16 to clean up my registry. For no apparent reason Eclipse started
to work after these two tasks. Must have been something wonky in the
registry. FWIW, I never did see any (Eclipse) log messages either that
would indicate a problem. This is what one gets when using XP for dev....

Yep, those are the correct files for getting "full" Eclipse including JDT.

Just for your own sanity, Eclipse does not use the windoze registry at
all, so it is not likely that any registry work directly led to the
problem going away. It is possible that some general JRE/JDK registry
cleanup happened - if you launch Eclipse without specifying a particular
JRE/JDK location (you should be using -vm option, highly recommended),
then such registry changes could affect Eclipse indirectly by changing
the system's Java settings.

It may not be your problem but I remember it appeared to happen to me
once. It turned out, I had the .java extension mistakenly set to some
other editor which won't show up for java file.
