Now we have discovered when you check out a version from a tag, and try to
branch from that tag, it tries to re-tag with the same tag name first.

WinCVS does not do this, so why should Eclipse?!!!!

Almost all of the developers here use Eclipse's CVS interface so this is a
big problem for us.

Does anyone know how to just get eclipse to branch without creating a tag
first?

What build of Eclipse are you using. I seem to recall that the problem you
mentioned about retagging was fixed in 3.1. You might want to try 3.1 M6 and
see if it works. If it doesn't log a bug report against Platform CVS.
