Where do you get it because the link in Eclipse page is broken?

Just select the new replacement version - but it has not reached many
mirrors yet ;)

I suggest to wait for 3.1m5a - there's another bug that I'm going to
report as soon as possible. If your project P references non-java
project then P always shows error, suggesting that you clean the
non-java project, which is impossible in E31M5.
