Yes, but only very recently and it is still marked as internal. Look at
KeyAssistDialog.editKeyBinding() to see how things are working right now.
There's still a debate as to what the public API will look like, but it
should be here shortly (likely for M4). Please follow Bug 63656
("https://bugs.eclipse.org/bugs/show_bug.cgi?id=63656").
