It's not possible at the moment. Please see Bug 46297

OK. The last comment there was "We need to adapt to Platform Core's
new content type mechanism"; is somebody actually looking at that?

And, is the "new" content type mechanism different from the current
IContentDescription stuff? Looking at that, I see that it too is tied
to a file extension, so again, files without extensions appear to get
left out.

If it's different, where can I read about the new mechanism?

Not at the moment.

The new mechanism will be based on Platform Core's content-type mechanism
("org.eclipse.core.runtime.content"). As opposed to Platform UI's internal
extension-based mechanism.
