Which eclipse package are you installing? For a new user, ensure that you
are using the complete SDK package. You seem to have the Eclipse framework
missing here.

Sandip,

I have downloaded and expanded eclipse-SDK-3.0.1-win32.zip. The size of
the download is 87505. The Java SDK is Java 1_3_1_15. Do I need to
install a later version of Java.

Yes You will need to install 1.4.1 or latest, but I do have the same

When you extract Eclipse, be sure to check 'User Folder Names' in Winzip.
This will extract Eclipse into a directory called Eclipse and will create
all subdirectories correctly.
