The translation effort is well underway, but is not yet finished. I believe

Unfortunately, the translation effort is currently done in a closed source
fashion by IBM. When the work is done, it is donated to the Eclipse
project. I don't know of any way (currently) to contribute to this
process. This is a problem, and we are working on it.

I assume the reason is the use of those high-cost commercial translation
tools.

A translation infrastructure should be open, especially for a such huge
and dynamic open source project like eclipse is.!

It should be available to translate e.g. RCP based applications.

And (why not): it should be available to embed in RCP applications, thus
you serve your customers with the possiblity to translate the
application you provide.

It looks like eclipse.org (and especially the RCP) needs a "Localization
and Translation Tools Project"... LATT or LAT??.

Where is the right place to discuss such proposals [I think
eclipse.technology could be the right place]?

I would actually say this is one of those rare things that should be brought
up on the eclipse-dev mailing list. I agree that this is a significant
problem for RCP developers, and for the community as a whole.

I am not yet ready to go 'down' to the developer mailing lists.
