How can I disable the "file changed" dialog that pops up? If an Eclipse
editor is viewing a file that is changed by another program outside of
Eclipse, that dialog comes up each time. I want to find a way to disable
it.

There's no way. What you can do is enable auto-refresh (General >
Workspace preference page).
