You might want to take a look at

Without more details, it is very hard to say what might be wrong in your
case. For instance, I can't tell if you are asking about starting Eclipse,
or starting a program that you wrote using Eclipse; you don't say what
operating system you are running on or what version of Eclipse you
downloaded; and you don't say what troubleshooting steps you have already
tried.
Sometimes the "Binary not found" error happens when a necessary DLL cannot
be loaded. So, my first guess is that either you did not successfully unzip
the Eclipse installation. If you are running on Windows you need to use a
tool like WinZip or WinRAR, the built-in unzip tool is unreliable. This is
documented in the "Installing Eclipse" link in the "Related Links" section
of the downloads page - it is unfortunately easy to miss.
