The policy lies directly with the publisher of the extension point.
If you read FAQ 87, "How do I find all the plug−ins that
contribute to my extension point?", in Chapter 4 at http://eclipsefaq.org,
you will see how you can pick and choose which extensions to turn into
an executable extension, and which ones to ignore.
