How do I get thiss bug-fix/update? I've donloaded the today (10th July
2008) so I would have thought it would be up to date. When I go to
"Help/Software Updates" and select "Update.." - I get the pop-up message
there is nothing to update.

That bug report is not only very old, but associated with the Web Tools
project, not other text-based editors in Eclipse. Please describe
exactly what preference(s) you changed and then exactly the steps you
did to see that it was not taking affect the way you thought it should.

Since CDT 4.0, the C/C++ Editor does no longer use the tab size on the
general Text Editors preference page, but it has it's own settings for
indentation similar to the Java Editor. See preference page C/C++ > Code
Style.
