I am trying to use a text editor with black bg and white fg. I am able to
set the background (windows->preferences->general->editors->text editors)
color to black but no matter what I do, I am unable to set the foreground
color to white. It always resets to black.
I even try to modify it under colors and fonts and once again the font
color resets to black.
What am I doing wrong?
Thank you.

Well, *there's* your problem.

Seriously, no clue. I don't use Wind'ohs anymore. Could still be an OS
setting that's conflicting, or a setting file that's not being written
because of a chunk of the drive that's read-only.
You didn't mention what type of development you do, so, assuming that it
doesn't really matter, you you could look at the built-in colour
profiles that come with the EclipseColorer plugin. One of them is black
bg, white foreground, and it'll colour up damn near any file type.

This works for me using 3.3.2 on WindowsXP. Are you sure you're using
the Text editor and not some other editor, e.g. the Java editor?
