Unfortunately, Ant UI currently requires some of JDT.
https://bugs.eclipse.org/bugs/show_bug.cgi?id=54753
Ant Core does not.

I am definately going to propose we address this in the next iteration of
Eclipse....just ran out of time for 3.0 :-(
