The easiest solution would be to download and install the JEE package
from the Eclipse downloads page (make sure to install it in a different
location than your current Eclipse installation, or delete your old
installation first). The JEE package includes WST and JDT, so Android
should install into that easily.
Or you can install WST into an existing Eclipse by using Help > Software
Updates > Find and Install, making sure to select the Europa Discovery
Site when prompted.
