Is there any way to override the 3 default border sizes? I tried putting 1
pt into a CSS and importing it, but it did not recognize it.

You can modify the default border size in ROM.DEF. ROM.DEF is the
meta-data definition file. When the application startup, the meta-data
system will be initialized and loaded into a meta-data dictionary. It is a
global, shared dictionary of design meta-data information. The ROM file is
under the org.eclipse.birt.report.model.elements packages in
org.eclipse.birt.report.model plugin
