I came across the "IReportEngineFactory always returning null" problem
but none of the proposed solutions worked for me.

Eventually I discovered that instead of including the jar's from the
Birt-Runtime\ReportEngine\plugins directory where the jar's are named
with their packages as part of the filename, that I should include all
the jar's in the lib directory instead.

The tutorial I was using
http://www.eclipse.org/birt/phoenix/deploy/reportEngineAPI.p hp never
really made mention of this.

Perhaps that little gem could be added to the tutorial, I suspect the
other individuals that have hit this problem may have been doing the
same thing.

Just a thought.

Thanks,
Lester
