I'm having problems getting the .cvsignore file to take effect. I had a lib
directory in CVS that I deleleted and checked in the change. Now I want to
create the lib directory local but ignore it so it stays out of the
repository. I added lib to the .cvsignore file but when I make a change to
the directory, it still shows up in the Navigator with outgoing changes and
if I synchronize the project, I still see outgoing changes from the
directory.

What am I doing wrong?

You aren't doing anything wrong. It is a feature of CVS, once a
directory/file has been checked in at anytime in the past, the cvsignore
file is ignored for that directory/file.
