Why not ask on a forum aimed at J2EE development? You might get more useful
perspectives.

This forum is for Eclipse newcomer questions and not general java questions.

eclipse (RAD). We are currently using struts in RAD for a small
application we just inherited. I'm wondering if it is worth it or would
RAD without it be better.

You're confusing development and runtime there. RAD (and Eclipse) are
tools that help you develop software (IDEs), while Struts is a framework
that your application uses. The value of using Struts does not really
have much to do with RAD or Eclipse (although there are plugins that
make it easier to work with Struts-based applications in Eclipse).

As someone said, go to the struts site and read the documentation, or
Google for info on when Struts makes sense. Here's my own take on the
subject, for you to use as a starting point for your research:
