The WTP download pages clearly state the requirements. For example, WTP
1.5.5 requires Eclipse 3.2.2, EMF/XSD 2.2.4, and GEF 3.2.2.

That said, if you're approved to download something from eclipse.org
(eg., EMF/XSD + GEF) you might as well seek approval for the whole WTP
all-in-one.

And if you can get approval for that, you might better seek approval for
WTP 2.0 or 2.0.1 instead of 1.5.x because it's newer and better. (It
requires JDK 5.0+, though.)
