My y-Axis values are numbers with no fraction digits. If the max value is
small - say 2 - then birt will display 6 ticks. Three of them have the
value 0 and the other three the value 1 attached. Setting step to 1 helps,
but generates far too many ticks when the values are much higher.

Set interval in axis properties window.

be labelled (every single one, every second one,..). I watn birt not to
display equal values on the ticks. Birt displays ticks for the values 1,5
and 1,0. My formatting does not show fractiondigits therefore I have 2
ticks with the value 1.

You can set a step of 1.

If you know the min/max of your data, you could use scripting to modify the
scale limits. In any case we are working on fixing this kind of issue in
2.2. See this bugzilla entry:
