At least through Eclipse 3.2.x it is Help > Software Updates > Find and
install...

Those names might have changed in 3.3, however.

and i could swear that i have used the update manager recently... If i
set it to automatic updates on startup then the updates are performed. I
just cant get in to the screen to install new components.
