Fast Views are probably close to what you want, though not exactly. Open
up your Eclipse Help window and search for "Fast Views" - it will give
you all the info.

looking for. May be the size of a view can be modified during runtime so
that a listener could be assigned to the view, and call a resizing function?

This kind of part layout manipulation is usually not available through
API because it locks the platform into supporting those kinds of
presentations indefinitely. I suspect there won't be API for minimizing
parts in 3.0 (I could be wrong, I'm not in the UI team).
