how to create the bar chart programmatically? if you pls send me the
way. pls its very urgent.

Serveral chart examples are in the org.eclipse.birt.chart.examples
plugin which is available in the chart download. Attached is one example
that comes from the examples plugin that
is modified slightly to run as a stand alone project.
Also checkout the chart section of the FAQ.

Did you download the Chart Engine from the downloads page?
It has a plugin in it with several examples.

Yes I downloaded and used the programs. and one more thing Jason, i want
BIRT API specification from where i can get it. pls reply me Jason.
