Within the Eclipse Report Designer the report runs without any problems, but
an external WebApp fails.

i had the same problem, after birt report desinger opened the .rptdesign
-file the encoding was always reset to UTF-8. German umlaute worked in
my case by changing encoding-schema always to ISO8859-1..
