I have three edit parts. There is a top-level container, a sub-container,
and a child (in the sub-container). When the sub-container edit part is
re-sized, the getCreateCommand method is called on the top-level container
edit part to determine how the sub-container may be manipulated. The
child of the sub-container edit part need to be updated to reflect the new
size.

I have a special layout edit policy on the sub-container edit part, and I
would like to know how to update the child when the sub-container is
re-sized.
