Opaque Action is included within a tool group that also contains Value Specification Action, Clear Association Action, Read Extent Action, Reduce Action and Start Classifier Action.
If the tool group is collapsed in the toolbar, one of the other actions above may be displayed.
If so, click to expand the tool group and Opaque Action will be visible.

Is it stacked under the Accept Event Action?

Looking at your pictures you use SysML. Most users here are UML users and there are some slightly differences between the two.
What you ask is one of the questions i have / had( you can find it here: https://www.eclipse.org/forums/index.php/m/1822958/#msg_1822958).
Now i know i can find it: RMB On the desired Activity >> UML for SysML 1.4 >> Opaque Action.
But i never have understand if that is the same as the action in the SysML spec.
It is a pitta it is not just in the palette...

I know this is an old post, but.

You need to add the Activity, I am aware that an action is not an activity. Hoever if you navigate to the Activity tag in Model Explorer, Add child you see Opaque Action, adding this to the drawing, get you "Activity".
