My eclipse version is 2019-21 (4.14.0).

Problem:
My breakpoints are always in struck-off mode and my program under debug cannot break at breakpoint.

It seems you accidentally clicked "Skip All Breakpoints", see https://help.eclipse.org/2020-03/topic/org.eclipse.jdt.doc.user/reference/views/breakpoints/ref-skipall_viewaction.htm
