Eclipse Update never works right. There is too often problems with the update process.

I wanted to update my Eclipse before I updated it to 2019-03.
The fetch is very slow (only 16KB/s). When installing I allways get this error, and I have tried several times now.

Upon seeing "https://download.eclipse.org/webtools/.." I guess the fellows over in the WTP forum might be interested in this (https://www.eclipse.org/forums/index.php/f/251/).

Any and all of these will fail the update.
Eclipse Java EE Developer Tools
Eclipse Java Web Developer Tools
Eclipse Web Developer Tools
Eclipse XML Editors and Tools

Note that updating shortly after a new release (as happened yesterday at 10:00AM Eastern) is highly likely to encounter bandwidth problems on anything that is directly accessing download.eclipse.org. If the specific update site you mentioned isn't properly configured to help redirect the requests to mirrors, then it will help hammer the download.eclipse.org server to death...

Well, it sorted it self out. Ed was probably right, just temporary problems just after a new release of Eclipse was out.
