Upfront: I am no expert in p2 repositories, so I could be wrong on this.
But could anyone please check if the eclipse neon update site:
http://download.eclipse.org/releases/neon/
is accessable to you?

For me, it always hangs when fetching the index for:
http://download.eclipse.org/releases/neon/201703231000/

What could be wrong here?
