Eclipse Photon cannot find Makefile [message #1795024]

It's the simple thing in eclipse that never seem to work. Just trying to start a project can take literally days. I'm on my third day trying to restart a project that I set down a couple months ago.
When setting up an arduino project, the makefile (that eclipse itself created) cannot be found by eclipse. I'm baffled. I've tried it 4 times created different ones deleted them (they came back) and eclipse is not capable of finding what it created.
This of course is a brick wall completely stopping any progress. If anyone has any insight please comment. It is all appreciated.

The error is saying "make" can't be found.
Check your path.
