Sapphire repositories now include .pack.gz files [message #1707318]

Sapphire repositories for all open code lines now build with .pack.gz files. This should improve install times by reducing the amount of data transferred over the network.

In the past, there have been some issues with packed bundles. If you run into anything that you think might be related to this change, please report what you are seeing in the following bug:
