Hello, this is not BPEL forum, but anyway, I checked your problem screenshot and can suggest you try following:
1) check the URL you entered, in order to ensure its correctness
2) if the URL is as following: http://download.eclipse.org/bpel/site/ , then you should open this URL in browser. There you'll see several different update sites. Choose one, and use its URL in Eclipse.
