Atul,

I've started working on such a project, and have a platform without the
CVS/JDT/PDE plugins. In a couple days, I'll post an example.

It's certainly possible, but not without a bit of HACKING :-) See
WorkbenchActionBuilder to get rid of those hardwired menus.
