Does anyone know of a workaround for this? One possibility would be to
modify my images so there is white space to the left and top of the image,
but that will get tedious as I add more images to the report.

Sorry i don't know a workaround.

Please have a look at bug 142895:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=142895

Current target milestone is 2.1RC5.
