I think this is a side-effect of some changes in the platform code and I
will investigate it.
On the other hand, this new behavior seems more appealing, because it could
lead to removing the update reconciler from the sensitive startup process,
and would have the user going through the update manager (Manage
Configuration...) to enable the newly unzipped features.

the same problem.
