How do the project newsgroups get started? I see a need for a newsgroup for
the Rich Client Platform.

There has been a long discussion (I believe it took at least a year)
that lead to the split of eclipse.tools group to these new groups. I
believe you have a long way to convience the people here and the
webmaster to do it :)

It seems logical to divide the group by the subproject. Any other votes to
add Rich Client Platform and visual editor groups?
