Basically I'd like to use Eclipse as an alternative editor with ctags-like
support. But it seems to me, that Eclipse is pretty useless if the whole
project is not an Eclipse project. Or am I missing something?

Ideas? Comments? Shrieking epitaphs?

You can create a project without needing to copy everything to your eclipse
workspace.
You can create an external project or you can use linked resources.

Have you looked at CDT? It has support for existing projects with makefiles.
