 I have created my test.rptdesign report against an Access database, it
 previews well in the report designer. I want to publish it; the file is
 copied to the Tomcat report directory within the BIRT webapp, I type the
 URL http://localhost:8080/birt/test.rptdesign but all that is displayed is
 the mark-up, the page isn't rendered (Tomcat has been started).
 
 I validate the HTML at http://validator.w3.org/ and it tells me there are
 16 errors, principally there's no DOCTYPE. I look into this and I find out

 Is it so difficult to publish a report? I don't want to and can't develop,
 I just want to use the report designer application and publish the reports
 I create.
