How do you start a non-GUI plugin? Views and Editors are GUI and can be
turned on in the perspective.

They are started by some action. Usually a view will reference a non-GUI
plugin, and that would start it. Or there is an action on a menu which
when it runs calls a method within the non-GUI plugin.
