I know there is a repository for Hudson Core at GitHub: https://github.com/eclipse/hudson.core

Is it official one? Can I make pull requests for it?

This is a mirror of https://git.eclipse.org/c/hudson/org.eclipse.hudson.core.git/. There are some issues pushing the pull requests back to Eclipse git repository.

The prefer method to contribute to Hudson core is via Gerrit. The details can be found at the following link

Quick suggestion - Can you please add your name to the contributor list in the license header at the top of the file. Other than that changes look good.
