Message about bundles not being resolved but they are running [message #1494625]

When I fire up equinox I get the following message repeated for several of my bundles but everything is up and running as expected.

It looks like this:

!MESSAGE Bundle initial@reference:file:../../../workspace/my.bundle.a/ was not resolved.

!MESSAGE Bundle initial@reference:file:../../../workspace/my.bundle.d/ was not resolved.

!ENTRY org.eclipse.osgi 4 0 2014-12-01 16:33:59.268
!MESSAGE Bundle initial@reference:file:../../../workspace/my.bundle.c/ was not resolved.

and "ss" shows:

18 ACTIVE my.bundle.a_0.0.1
21 ACTIVE my.bundle.d_0.0.1
25 ACTIVE my.bundle.c_0.0.1

The bundles are all there, they are running and working as the should be, so how do I find out what is going on during the start up phase to cause the above problems?

If I set the start level of "org.eclipse.gemini.jpa" to 3 (with a default of 4), then the messages go away.

The JPA dependent bundles are always started twice though, so it seems that there is some dependency in the start order when using JPA.
