When I use the WTP to create a web-application, the wtp will generate the
web.xml file automatically. Is it the same/similar as/to struts?

No. I'm using WTP for struts projects and for simple web application
projects (without struts).

The web.xml file is the web application configuration file. Struts
define some entries in this file but it is not a "struts config file".
