It looks as though, with WTP 1.0, that multiple module support for J2EE
projects is going away (based on the latest build of WTP on Nov 5). For
example, there is no longer a preference to turn multiple module support
for J2EE projects on/off. Is this feature permanently disabled for now and
the forseeable future?

Yes, The multiple modules support has been turned off for 1.0 due to one
classpath per java project limitation. Eclipse 3.2 is looking into some
design changes to make it flexible and at that point WTP will look into
the feasibility of enabling this feature and that will be in WTP 1.5
