But I'd like to know if there are language packs bundled like in Eclipse
3.2, with several languages and projects in a single zip file? This
would be easier to prepare a target for RCP development.

using the NL plug-ins in your RCP target.
That way, people with more experience in that will see and can respond.
You might also include the eclipse.platform.rcp newsgroup in addition,
because it might be related to the RCP target nature of things.
