Looking through the code and some of the docs, there seems to be no
reasonable way to create and configure servers for a workspace other than
clicking through the UI.

Is there a decent way to create/configure server definitions?

For example, if I know that where there is a local copy of a server, say a
particular version of Tomcat, I would like to 1) check if a server
definition for it already exists and 2) if not, create one.

1) seems easy enough using ServerCore.getServers and examining all of the
data.
?how to do #2
