I've only seen those buttons when the Visual Editor is open and has
focus - I don't think they apply to a regular text/Java editor.

What is the Visual Editor and how can I open it?

The Visual Editor is a tool for designing Swing/AWT and SWT/JFace
graphical interfaces in Eclipse. You can obtain it from
http://www.eclipse.org/vep/
