Websphere is the reason (this is my opinion) why IBM gives out Eclipse
for free, they build WebSphere on top of eclipse, its good stuff from
what I've read and seen, but I have not used it.

Sure. Take a look at MyEclipse Enterprise Workbench, the Eclipse J2EE
product extension from Genuitec. It supports multiple deployment models one
of which supports incremental deployment of a project's changed resources
such as JSPs and Java class files.
