I feel it's a *trivial* question, but more silly fact is that Zend changed the PDT package.
Now you can see PDT 3.1.2 and PDT 3.1.1 in Juno repository. 3.1.2 is newer than 3.1.1 of course. However, both old and new are appears in the list because they are different package. Also, 3.1.1 cannot be updated to 3.1.2 because they are different package. To install 3.1.2, it is necessary to uninstall 3.1.1 and then install 3.1.2. This is the Zend quality.
