What is the status on deploying a public API for the CVS plug-in to allow
programatically-initiated CVS operations?

Marcin,

There is currently no plan to provide a public API to the CVS plugin. If
you have need of such an API, your best course of action is to log an
enhancement request against Platform/CVS.
