Create a new Perspective, and open your view instead of default.
But at any timer user can close your view and open default instead. This is
the nature of eclipse.

You can't do this at this time. The Navigator view only displays workspace resources. It cannot display arbitrary contents.

One of the 3.0 plan items is (or will be) to provide a general purpose or customizable Navigator of some sort. If you have any
requirements or suggestions please comment in the bug that has been opened to track this
https://bugs.eclipse.org/bugs/show_bug.cgi?id=36961
For example do you just have special contents you want to display in the same fashion as the Navigator, with the same actions
available as in the regular Navigator? Would you want to replace the traditional resource Navigator with your special one, perhaps
in certain perspectives only? If you want to be able to somehow switch between your special view and the resource view how do you
envision this could work from a user point of view?
